Chief Stoops is one of the first six officers hired as an Avon Police Officer in 1997. He was promoted to Detective in 2000 and became the supervisor of the Investigations Division in 2004. Chief Stoops supervised the Investigations Division for over 10 years while also serving as a crisis negotiator and a firearms instructor for the Department. Chief Stoops is also a graduate of the Indianapolis Metropolitan Police Department's Leadership Academy as well as Leadership Hendricks County Class of 2018. Stoops was appointed as the Chief of Police in April of 2014.
Prior to working for the Avon Police Department, Chief Stoops served in the United States Air Force for three years as well as the Indiana Air National Guard for four years. He has also worked for the Shelby County Sheriff's Department as a jail officer for three years while attending IUPUI and studying Criminal Justice.
